that are being sent through the Internet must be treated equally with respect
to their origin, destination and content. It has recently achieved much attention
by policymakers in the US and Europe and is debated very controversially. This
book seeks to advance this debate by providing a scientific and unbiased view
on Network Neutrality, and the related issue of Open Access as policy instruments
to counteract the anticipated scarcity of telecommunications infrastructure.
The book comprises articles by leading international legal and economic scholars
as well as by policymakers on the possible effects of Network Neutrality and
Open Access regulation and thus offers a holistic and interdisciplinary viewpoint
on these issues.}}

abstract = {Within the next years, consumer households will be increasingly
equipped with smart metering and intelligent appliances. These technologies
are the basis for households to better monitor electricity consumption and to
actively control loads in private homes. Demand side management (DSM) can be
adopted to private households. We present a simulation model that generates
household load profiles under flat tariffs and simulates changes in these profiles
when households are equipped with smart appliances and face time-based electricity
prices.

We investigate the impact of smart appliances and variable prices on electricity
bills of a household. We show that for households the savings from equipping
them with smart appliances are moderate compared to the required investment.
This finding is quite robust with respect to variation of tariff price spreads
and to different types of appliance utilization patterns.

Finally, our results indicate that electric utilities may face new demand peaks
when day-ahead hourly prices are applied. However, a considerable amount of
residential load is available for shifting, which is interesting for the utilities
to balance demand and supply.}}

information aggregation. Both information aggregation mechanisms (IAMs) are
frequently used prior to IPOs and sales of Treasury bonds – it is largely
acknowledged that they provide agents with useful information for subsequent
bidding. In a laboratory experiment, we study how information provided by IAMs
interacts with private and public information and how agents integrate it in
their strategic behavior in a multi-unit common-value uniform-price auction.
In marketbased IAMs, information gathering prevails and subsequent bidding shows
that subjects acknowledge the precision of information. However, in cheap-talk
IAMs, there is almost no transmitted information.}}

We design a market for economic derivatives that aggregates macro-economic

It is an ongoing debate in finance whether short selling has positive or negative effects on market efficiency. We discuss how short selling can be implemented in such markets. Using an event-study approach we find that introducing short selling further improves forecast accuracy. By allowing traders to short sell, mispricing is reduced and hence market forecasts are closer to actual macro economic outcome. Furthermore, we find short selling lowers quoted spreads, a measure for market uncertainty.}}

in both traditional and Internet auctions. In order to gain a better understanding
of its causes, we develop a conceptual framework to analyze emotions in auctions,
which is based on an exhaustive literature review. The framework integrates
rational calculus with emotional aspects and suggests that emotional processing
is triggered at three different stages of an auction: First, the economic
environment can affect a bidder’s level of perceived competition and thus
influence the bidding strategy prior to the auction. Second, auction events
may have ramifications on the bidder's emotional state during the auction due
to previous investments or perceived ownership. Third, past auction outcomes
may impact future bidding behavior through emotions such as the joy of winning
or loser regret. Auction fever, eventually, is a phenomenon that results from
the interplay of these emotional processes and causes a bidder to deviate from
an initially chosen bidding strategy.}}

value-creation, service providers need to collaborate. This collaboration is
regulated by means of Service Level Agreements (SLAs) where the parties, the
executed service as well as guarantees on the service execution are specified.
This work presents the concept of Service Value Networks and Agreement Networks
as the underlying legal structure. Furthermore, an approach is introduced that
allows a service provider to select the risk-minimal SLA portfolio. In a further
step, the approach is extended in order to allow for a tradeoff between risk
and expected profit from the service execution. Finally, the computational
complexity of the optimization model is discussed and solutions are proposed.}}

government even though the historical accuracy and reliability is questionable.
Over the last couple of years prediction markets as a community forecasting
method have gained interest. An arising question is how to design incentive
schemes and feedback mechanisms to motivate participants to contribute to such
an information exchange. We design a prediction market for economic derivatives
that aggregates macro-economic information. We show that the level of
participation is mainly driven by a weekly newsletter which acts as a reminder.
In public goods projects participation feedback has been found to increase
participants' contributions. We find that the induced competitiveness of market
environments seem to superpose classical feedback mechanisms. We show that
forecast errors fall over the prediction horizon. The market generated forecasts
compare well to the Bloomberg-survey forecasts, the industry standard.
Additionally we can predict community forecast error by using an implicit market
measure.}}

abstract = {Increasing popularity of cloud-based services has led to the emergence
of cloud marketplaces where services from different providers are offered, usually
in the form of a catalog.

The customers' decision about buying offered services is based on idiosyncratic
preferences regarding non-functional service attributes, e.g., price, provider
reputation, and quality of service. Customer preferences are typically unknown
to providers at the time the service portfolio (i.e. quality and price choices)
is specified. Thus, from a microeconomic perspective, we have to deal with
information asymmetry in markets, which complicates the challenge of finding
the profit maximizing service portfolio.

This paper presents a generic economic framework based on customer self-selection
to address the above-mentioned optimization for a cloud service provider. The
contribution is two-fold: We characterize a multi-attributive customer preference
function for cloud services based on a continuum of potential customers. Thereby
each infinitesimal demand of a customer is characterized by a vector of minimum
quality values for each of the different attributes and a maximum willingness
to pay. The demand framework addresses the phenomenon of product cannibalization.

We then formulate the service providers' optimal service portfolio design. This
grants the provider maximal profit through optimal combination of potential
values of the chosen attributes.}}

abstract = {The concept of value co-creation is a fundamental premise of Service
Dominant Logic, which has been an important theme of current research thinking
in service science (Vargo & Lusch 2004, 2008, 2011). This concept has become
more complex since more and more service systems are configured as service
networks with a concomitant increase in the number and interaction of
stakeholders. Single provider service systems are becoming more rare as
globalization and technological advances are changing revenue sources and business
models. The purpose of this research is to develop a conceptual framework for
constructing effective value propositions for stakeholders in the design of
service system networks. The model will take an approach that considers both
the stakeholders (esp. the customer) and the provider’s perspectives in value
determination. The framework will be useful in the development of the business
model for the design of a service system in ensuring that the value systems
of the stakeholders are taken into consideration. The success of the service
system will depend on how this stakeholder perspective is taken from the
customer-facing aspect of the front stage to the technical implementation in
the back stage. In the research we will develop the framework using the customer
as the prime stakeholder. The applicability of the framework to value propositions
for other stakeholders will also be demonstrated. We employ mathematical modeling
as the methodology to develop the conceptual framework to illustrate the
relationship among the components. We will also illustrate the applicability
of the framework with examples from the current business environment.}}

abstract = {The growing number of Cloud Infrastructure-as-a-Service (IaaS)
offerings today leave a wide range of choices when deploying an application
in the Cloud. Self-configuring and -optimizing autonomic systems have to select
an infrastructure which fits the performance preferences while simultaneously
offering the optimal performance per price ratio. A task which is not trivial.
Indicators provided by providers are often not coherent and not sufficient to
predict the actual performance of a deployed application and, thus, raise the
need for benchmarking the offered services. This implies, however, intensive
effort to gather the needed metrics, growing with every additional provider
taken into consideration. In this paper we present an approach based on the
theory of optimal stopping that enables an automated search for an optimal
infrastructure service regarding performance-per-price-ratio while reducing
costs for benchmarking.}}

abstract = {In today's highly dynamic economy, businesses have to adapt quickly
to market changes, be it customer, competition- or regulation-driven. Cloud
computing promises to be a solution to the ever changing computing demand of
businesses. Current SaaS, PaaS and IaaS services are often found to be too
inflexible to meet the diverse customer requirements regarding service composition
and Quality-of-Service. We therefore propose an ontology-based optimization
framework allowing Cloud providers to find the best suiting resource composition
based on an abstract request for a custom service. Our contribution is three-fold.
First, we describe an OWL/SWRL based ontology framework for describing resources
(hard- and software) along with their dependencies, interoperability constraints
and meta information. Second, we provide an algorithm that makes use of some
reasoning queries to derive a graph over all feasible resource compositions
based on the abstract request. Third, we show how the graph can be transformed
into an integer program, allowing to find the optimal solution from a profit
maximizing perspective.}}

abstract = {The rise of Software as a Service (SaaS) platforms is driven by
the current trend towards customer- oriented, agile and scalable service
provisioning. Customers’ demand for highly specialized services can mostly not
be met by a single provider that offers a holistic solution but by a consortium
of providers that cooperate. In order to enable the combination of services
and hence, the collaboration between different service providers, technical
challenges like the compatibility of interfaces have to be dealt with. In
addition, economic issues concerning profit, reliability and risk of service
failure have to be taken into consideration.

A model of Agreement Networks (ANs) is presented that illustrate the legal
bindings that are established or under negotiation between service providers
and a methodology is introduced that supports providers in ANs to decide on
the establishment of a combination of Service Level Agreements (SLAs) that incurs
the lowest risk of SLA violation. Finally, a benchmark for risk-based decisions
is derived that serves to evaluate the efficiency of the choice. The impact
of the available amount of monitoring data on the decision is investigated and
a minimal amount of 100 observations for each SLA combination is suggested.}}

abstract = {Despite the fact that lean and agile software development has become
mainstream recently, especially for larger-scale organizations building complex
products, the methodology leaves many architectural questions unanswered. For
instance, agile methods such as Extreme Programming propose late architectural
decisions and frequent refactoring, while others suggest an “architectural runway”
as infrastructure for a certain set of upcoming features. Software product lines
consist of a set of software products that share a common, managed set of
features. These product lines are developed from reusable core assets
incorporating variations in order to derive customer-specific product variants.
Hence, this research explores interoperability and complementarity of (a) lean
and agile approaches in combination with (b) software product line engineering.
With this position and discussion paper, we aim at both, complementing common
issues in large scale lean and agile development and providing methodological
guidance to make product line engineering more efficient. Our findings are based
on observations and experience from a large-scale software company with several
thousand developers working on various solution combinations of highly
interdependent products.}}

abstract = {Due to medical and technical progress as well as the on-going
demo-graphic shift, the healthcare sector has become an increasingly important
part of our economy. As a consequence, the healthcare services’ quality and
efficiency receive broader attention. However, interfering objectives such as
the patient’s well-being and economic targets pose major chal-lenges to a clear
definition of as well as measuring service quality and productivity. This paper
provides an insight in current research activities on productivity in healthcare
service systems. Additionally, the authors present an approach for systematic
measurement of service quality and productivity in the healthcare.}}

abstract = {Strom ist ein essentielles Gut. Daher ist die Gew\"{a}hrleistung

der Versorgungssicherheit von zentraler Bedeutung

f\"{u}r eine Volkswirtschaft. Der geplante Ausbau

erneuerbarer Energieerzeugung in Deutschland stellt das

Gesamtsystem vor gro\sse Herausforderungen. Bei steigender

Fluktuation der Einspeisung vervielfacht sich der

Steuerungsaufwand f\"{u}r das Netz. Es wird nicht nur die

dynamische Anpassung von Erzeugungskapazit\"{a}ten,

sondern auch von Lasten notwendig. Neben Investitionen

in die physische Netzinfrastruktur erfordert dies zur

umfassenderen Einbindung dezentraler Ressourcen wie

Erzeuger, Speicher und Verbraucher auch die Nutzung

von Informations- und Kommunikations-Technologie

(IKT) zum Zwecke der intelligenten Vernetzung. Soll ein

solches intelligentes Netz (englisch „Smart Grid“) wirtschaftlich

erfolgreich sein, ist die Entwicklung neuer

Gesch\"{a}ftsmodelle und Anreizsysteme elementar.

Das aktuelle Stromnetz ist auf der Verteilnetzebene insbesondere

im Niederspannungsbereich nicht mit IKT ausgelegt;

dies sollte bei der aktuell diskutierten Novellierung

der Gesetze aufgegriffen werden, da ohne IKT weder die

oben angesprochenen technischen Herausforderungen

f\"{u}r neue Gesch\"{a}ftsmodelle.}}
