neutrality and as a progress report on the growing body of academic literature
on this issue. Different non-net neutrality scenarios are discussed and structured
along the two dimensions of network and pricing regime. With this approach,
the consensus on the benefits of a deviation from the status quo as well as
the concerns that are unique to certain non-net neutrality scenarios can be
identified. Moreover, a framework for policy decisions is derived and it is
discussed how the concept of neutrality extends to other parts of the Internet

abstract = {Research on emotions suggests that auction outcomes may elicit an
aversive “frustration of losing,” as well as a rewarding “joy of winning”
response. However, little is known about the intensity of these emotional
reactions and how they relate to other factors in the auction process. In this
paper, we present an experiment in which subjects participated in a sequence
of first-price sealed-bid (FPSB) auctions. The psychophysiological measures
skin conductance response (SCR) and heart rate (HR) were recorded as proxies
for both the intensity and the valence of emotions. Our results show that the
deceleratory responses in HR when losing an auction are stronger than when winning
an auction. The drop in HR itself can be interpreted as a reaction to stimuli
with negative emotional valence. Moreover, we found that winning an auction
induces a stronger SCR compared to losing an auction. Interestingly, this effect
even holds for different value classes and different amounts of payoffs. Moreover,
we can show that bidders’ SCR.amp increase in the relation to the amount of
money at stake. However, we cannot make a definite determination as to whether
the valuation triggers this effect or the potential nominal payoff. We conclude
that psychophysiological methodologies are appropriate for the measurement of
rewarding, as well as immediate aversive emotions in market decision making,
and even allow identifying fined-grained emotional characteristics.}}

abstract = {Management decisions are taken by human beings, not by robots.
Consequently, management decisions, and of course also the respective managers,
are affected by emotions. Thus, they rely on accurate emotional processing.
Research on decision making has shown that individuals with high emotion
regulation capabilities perform better in taking effective decisions. Managers
perpetually have to take rapid decisions in fast-paced environments, between
the poles of diverse interests and motives of colleagues, customers, partners,
and rivals. Sophisticated management is the key to any business. Therefore,
we argue that IS research should build on the advances in cognitive neuroscience
and harness the potential of NeuroIS tools in the field of management support.
In this paper, we propose a conceptual framework and taxonomy for how NeuroIS
tools may support managers in taking effective decisions by firstly improving
their emotion regulation capabilities and, secondly, providing them with real-time
feedback and decision support based on physiological measurements. Based on
the framework, we outline a specific application for how emotions can affect
decision making in the dynamic process of negotiations and for how NeuroIS
research can contribute to a better understanding of the underlying visceral
processes.}}

abstract = {We explore scenarios in which a principal has to decide for either
of two risky alternatives without fully knowing the probability of success for
either alternative. To lessen his risk, he runs prediction markets and uses
the collective intelligence of experts for decision making. Experts hold private
information on the risk of either alternative but they are concerned with
post-market usage of the aggregate information by the principal. Thus, contrary
to most related work on prediction markets, they are not decision-agnostic.
They have two (partially conflicting) incentives: On the one hand they can
capitalize on their private information by trading in the prediction markets;
on the other hand they have preferences over the principal’s decision and might
want to manipulate the markets. The research question is how different designs
of the principal’s decision rule affect manipulation, information aggregation,
and decision quality.
A lab experiment with 162 subjects gives insights into the effect of three
alternative decision rules. Clearly, when the decision is not tied to market
prices, information aggregation takes place. When the decision is
probabilistically tied to market prices, experts manipulate: information
aggregation and decision quality are (partially) corrupted. In the worst case,
prediction markets become fully uninformative babbling and the principal could
rather toss a coin than run a prediction market. However, when the decision
is deterministically tied to the markets’ predictions, the principal achieves
the best decision quality.}}

abstract = {The utility theory has been an explanatory theory for investor
behavior—especially in realizing gains and losses. Realization of gains/losses
in itself is driven by a multitude of rational factors (such as expected cash
flows and risk) but also by behavioral reasons (like avoiding regret or seeking
pride). We explore the influences of prior gains and losses and stock properties
on subjects’ decisions to hold or sell. In order to do so we systematically
alter (i) the stocks’ probability for a price increase and (ii) the stake of
the price change in a two-stage experiment. Building on this design, the influence
of emotions on the decision to sell is further examined, by using questionnaires
and also objective measures (physiological responses in the form of heart rate
and skin conductance) as proxies for emotions. Economically, we observe that
the percentage of stocks sold is higher for stocks of low probability for a
price increase. Further, stocks of low valuation and high probability for a
price increase are significantly more often sold after a previous gain, opposed
to a previous loss. In terms of physiology, we report skin conductance amplitudes
before decision making, and observe whether responses between a gain and loss
in high/low valued stocks are different. A significant difference between gains
and losses of high valuation is revealed. A similar exploration of the phasic
heart rate reveals a significant difference between high and low valued gains.
Finally, we observe that the immediate emotions before decision making are
significantly different for high/low probability, in high valuation stocks.
While this suggests physiological evidence for the relationship between the
immediate emotions before price update and before decision-time, the reliability
of this link warrants further research. These findings are useful in analyzing
mitigating techniques for biases, and further work exploring the physiological
interrelationships for events before decision making needs to be pursued.}}

abstract = {Individualized services are common in distributed computing systems:
Consumers demand custom solutions and service providers tailor their offering.
In negotiating a service contract, providers and consumers frequently fail in
identifying the optimal combination of non-functional properties and price.
A key reason is that negotiators simultaneously try to create and claim value
leading to strategic bidding and inefficient outcomes.
We present a theoretical comparison of three negotiation mechanisms in the
scenario of self-interested, rational agents bilaterally negotiating over service
quality and price. Two mechanisms are stylized representations of mechanisms
commonly used in theory and practice, one is newly introduced. The mechanisms
are characterized in terms of truthfulness of agents, efficiency of outcomes,
and distribution of welfare.
The analysis is an extension to the field of bilateral multi-attribute
negotiations, relevant for researchers and practitioners designing markets for
individualized services and for human and computer agents acting in such
markets.}}

abstract = {The academic debate on net neutrality has thus far focused on the
relationship between Internet service providers (ISPs) and content providers.
In this paper instead, we investigate the drivers for Internet users' appreciation
of a differentiated services regime in lieu of net neutrality. User tiering,
i.e., a pay-for-priority arrangement between the ISP and an end user, is usually
not scrutinized by policy makers. Nevertheless, user tiering is not yet offered
by ISPs. We conjecture that the individual perception of fairness is important
for an user's appreciation of user tiering and, therefore, also for the success
of quality of service (QoS) offerings in next generation networks. We
conceptualize different notions of fairness and show in a representative survey
among German Internet users that the perception of fairness is decisive for
the attitude towards user tiering as well as for the willingness-to-pay for
tiered Internet access. Moreover, we compare user tiering that is provided via
a relative QoS mechanism (in which prioritized transmissions are expedited over
concurrent non-prioritized transmissions) to a dedicated QoS mechanism (in which
a portion of the available transmission capacity is reserved explicitly for
the priority service) in this regard and find remarkable differences. In general,
users prefer a neutral Internet access over a tiered access and a dedicated
over a relative QoS mechanism. However, given our data, it is doubtful whether
ISPs are able to profit from a departure of net neutrality in Internet access
after all. We find that the introduction of user tiering will likely render
customers upset and will erode the willingness-to-pay for the non-prioritized
best-effort class.}}

abstract = {This paper studies the effects of the introduction of the French
financial transaction tax in August 2012. With the tax, the French government
aims to generate revenues for financing the burdens of the financial crisis
and to curb short-term trading. We find that the financial transaction tax has
a strong impact on trading intensity and liquidity supplier behavior. Trading
volume decreases by about one-fifth compared to the pre-event period. Liquidity
suppliers reduce the number of quote and price updates and post less volume
at best prices. Our results suggest that policy makers need to be well aware
of the links between tax design and investor behavior, before introducing a
financial transaction tax.}}
